What is carsharing?

Carsharing is a membership-based service that provides flexible transportation solutions for individuals, families, and companies. Members receive an access key and and online account that allows them to book a vehicle where they want it, when they want it.

We offer two ways to carshare with round-trip FIX vehicles and free-floating FLO vehicles. FIX vehicles have a designated parking spot, and you pick up and drop off the cars at the same spot, every time. FLO vehicles have no fixed location and can be found parked throughout the FLO Zone service area or at a FLO Drop-Off Point. Learn more here.

Am I eligible?

To become a Member/Driver, you must:

  • Be at least 18 years old;*
  • Currently hold a Manitoba 5F class licence or an equivalent;**
  • No speeding convictions 30km above the speed limit within the last 3 years;
  • Maximum 4 minor driving infractions within last 3 years;
  • No more than one (1) at-fault collision in the previous 3 years; and
  • Have no criminal driving charges.

All applicants must produce a three-year driving history to prove they meet our criteria. If you have a licence from Manitoba, we’ll process a driving history request on your behalf. Drivers with a licence from outside of Manitoba who are unable to produce a three-year driving history may choose to complete our Member Eligibility Declaration waiver instead.

*Drivers as young as 16 can join as an additional driver with a 5L or 5I licence, so long as they’re added to the account of a full Member with a 5F licence. Special conditions apply. Learn more about this program here.

How much money can I save by carsharing?

A lot! A membership with Peg City includes almost everything: fuel, insurance, maintenance and winter tires for those long Winnipeg winters. A Peg City member spends about $600 to $1,200 on carsharing a year. Based on CAA calculations, owning a car can cost $8,000 a year on average.

How does carsharing work?

Think of it as a library book that you borrow and then return. Round-trip FIX vehicles are always found in the same designated parking spots. Our free-floating FLO vehicles have no home location and can be located and reserved using our mobile app. Members make and manage all their own bookings. They head over to the area where they reserved a car and drive it as if it were their own. FIX vehicles need to be returned to their designated parking spots before the booking time expires, whereas a booking with one of our FLO vehicles ends when it is brought back into the FLO Zone or FLO Drop-Off Point and released by the driver.

How do I know if it’s the right fit for me?

You primarily get around by walking, biking, or transit but would sometimes like the convenience of access to a car. Or maybe you want access to a second car without the added cost. Perhaps you don’t own or are thinking of selling your car. Carsharing also works well for those living centrally who are paying a lot for parking or whose building doesn’t provide parking.

Do I have to return the car to the same spot?

Sometimes! We offer two ways to carshare with round-trip FIX vehicles, and free-floating FLO vehicles.

FIX vehicles have a designated parking spot, and you pick up and drop off the cars at the same spot, every time.

FLO vehicles have no fixed location and can be found parked throughout the FLO Zone service area or at a FLO Drop-Off Point.

What is included?

Vehicle access – Choose between cars, trucks, vans, hybrids and electrics.
Gas – We cover the cost of gas, and if you pay at the pump at any Canadian gas station, you can pay with our Shell fuel card.
Insurance – We cover the cost of insurance. Choose from our basic insurance, CLDI, or our in-house Damage Pool coverage. Learn more.
Cleaning – We clean all of our cars regularly. Get a car real dirty while using it? No problem! Wash the car, email a photo or scan of your receipt, and we will reimburse your account in the form of driving credit.

What is the cost of vehicle ownership vs the cost of carsharing?

According to the Canadian Automobile Association’s Annual Driving Costs Report, the average cost of owning and operating a vehicle in Canada is $8,000 yearly. To be a Peg City Car Co-op Member only costs the refundable share price of $500, and you only pay for the service when you use it. On average, our members spend about $1,200 a year on carsharing. All usage rates cover gas, insurance, parking and maintenance. We worry about winter tires and inevitable repairs or replacements.

What are the environmental benefits of carsharing?

In general, the environmental benefits of carsharing for the individual and society include less traffic congestion and reduced need for parking. Carsharing encourages members to choose when they drive more carefully, which means fewer vehicles on the road and fewer vehicle km travelled. This leads to fewer Greenhouse Gas emissions and air pollutants. Peg City members use transit, walk, and cycle more than the average Winnipegger.

Starting, parking, and ending your trip with FLO

What is a FLO Pass, and how do I use it?

The FLO Pass offer lets you make 20 FLO trips of 30 minutes or less at no cost for the time. Instead, you pay a flat rate for the pass, ranging from $45-$55. If you frequently take short trips with FLO, this pass is an incredible value! Your trips become billable starting on the 31st minute (50 km included/trip, $0.25/km additional kms). You have thirty days from the date of purchase to use your pass. FLO Passes can be purchased in the app – Account>Subscription>FLO Pass>Buy a Pass. Multiple passes can be purchased in a month.

It is up to you whether you want to use your pass on a given booking. To apply the pass, toggle it on right from your FLO booking, as seen above.

Once the trip is over, you’ll no longer be able to change your selection, so don’t forget to activate the pass before releasing the vehicle if you intend to use it!

Conversely, do not forget to deactivate the pass if the duration of your trip means that you will not save enough to justify using a pass for that trip (if you activate a pass for a vehicle you’ve blocked, but then don’t use the vehicle, the pass will automatically deactivate for that trip).

Pro tip: Activate the pass immediately after blocking the vehicle so you don’t risk forgetting afterwards!

What is FLO/FIX price matching?

FLO/FIX price matching is available to any account holder on the Member Plus, Non-Profit Plus, or Corporate Plus plan. Any FLO trip under four hours will be measured against the cost of a four-hour FIX booking (plus km). You’ll automatically get the FIX rate on your FLO booking when FIX is cheaper. FLO bookings longer than four hours will be price-matched hour for hour with kilometres factored in. 

Ex. Driving 20 km over three hours with a FLO car, the charge is $30 for time and distance. Here, the FIX rate would be ($3 x 4hr) + (20×0.45) = $21. In this case, you’d get the FIX rate and pay $21 for your FLO booking.

Please note that the FIX/FLO price match is not included in our Member Manual and is subject to change at Peg City Car Co-op’s discretion.

How do I end a trip with a FLO car?

To end a trip, you must:

  1. Plug the car key back into the key-card holder in the glove box, where you took it from at the start of your trip. Please note that it is the USB stick or the round plug attached to the car key (not the car key blade) that must be inserted. Ensure the gas cards have been returned as well. The red light on the key-card holder will go off once everything is properly inserted.
  2. Exit the car, close the doors, and in the mobile app, click on “End trip” in the reservation banner, OR hold your Peg City key fob to the reader to lock the doors and re-arm the anti-theft device.
  3. Always double-check that the doors are locked before leaving the vehicle. If the vehicle didn’t lock properly, make sure everything is properly inserted in the key/card holder in the glove box. If the car still won’t lock, make sure all doors (including the tailgate, if applicable) are closed.

Please note

If you used the mobile app to access the vehicle, you will also need to use the mobile app to end your trip. It is not possible to use your key fob to lock the vehicle and end your trip if you used the mobile app to access the vehicle.

However, the opposite is possible: you can use the mobile app to end a trip started with your key fob.

How can I make a temporary stopover with a FLO car?

Keep the car key with you during stopovers and use it to lock and unlock the doors.

This also applies to vehicles with push-button start ignitions.

If you forget to remove the key from the key-card holder (in the glove box) during a temporary stopover, the trip auto-close mechanism will activate after a few seconds, meaning another member could see the car as being available and drive away with it, along with anything you’ve left inside. It’s important to be mindful!

What is a FLO Drop-Off Point, and how do I use one?

FLO Drop-Off Points are designated parking spaces for releasing FLO cars, located on or off-street, outside the FLO Zone, where other parking options are limited.

Tips for using FLO Drop-Off Points:

  • You can start or end a trip at a FLO Drop-Off Point, but using these spaces for temporary stopovers is not allowed.
  • Parking availability is not guaranteed.
  • To know how many spaces are available before heading to a Drop-Off Point or to find out if any temporary parking restrictions apply (for example, certain drop-off points could be closed for construction or snow removal), check out the map on our mobile app or website.
  • Parking icons on the map are clickable. Click on an icon to see additional information about specific FLO Drop-Off Points.
Where can I park a FLO car?

During your trip, you are responsible for parking the car legally and respecting signage like any other driver.

At the end of your trip, you must bring the vehicle back inside the FLO Zone (or to a FLO Drop-Off Point) and release it in a street parking spot that adheres to the FLO parking rules here in Winnipeg.

Where can I go with a FLO car?

You can go anywhere in Canada or in the United States with a FLO car.

However, at the end of your trip, you must always release the car back inside the FLO Zone (or at a FLO Drop-Off Point) here in Winnipeg. While FLO cars can ignore time-limited parking (ex., 1 or 2 hr), all other parking restrictions (ex., snow routes, rush hour) must be respected. See our FLO parking guide for full details.

How is the duration of my FLO trip calculated?

Calculating the price of your trip starts when you access the car with either your key fob or through the mobile app, and ends when the vehicle is released. However, credits apply in some situations.

Credits may include giving you time to clear snow from the vehicle in winter, and as a thank-you for fuelling the car.

How do I start my trip with a FLO car I spotted on the street, or one I blocked, allowing time to get there?

To begin a trip, you must:

  1. Click “Unlock” in the reservation banner from the Peg City App. If you aren’t using the app, place your key fob on the reader located on the driver’s side of the windshield.
  2. Once inside, grab the car key from the key-card holder in the glove box (do not forget to put it back at the end of your trip).
  3. You are ready to go!

Bookings

How long am I allowed to have a car? Can I drive it outside of Winnipeg?

With FIX cars, bookings are a minimum of 1 hour. After the first hour, time can be added in 15-minute increments. Members can book up to 28 days consecutively. If you need to book a car for longer, you can contact us, and we’d be happy to assist you. FLO bookings are more flexible. You can use the car for as little as a few minutes and again for up to 28 days.

Members are welcome to drive any of our vehicles anywhere in Canada and the United States. Make sure to inspect the vehicle thoroughly before crossing the border.

Can I book a vehicle in advance?

Absolutely! You can book a FIX car as much as 6 months in advance and up to 28 days consecutively.

FLO cars can be blocked up to 30 minutes in advance to allow you time to get to the car.

What if the Peg City vehicle isn’t there?

When a FIX vehicle isn’t in its spot, it’s usually because the previous member is running behind or the spot was blocked by another car when they arrived to return it. If the vehicle is parked within 200 metres of the usual spot, you’ll be able to locate it easily from the Explore page in the app. If you still can’t see the car, wait 5-10 minutes. If the car has still not been returned, call the office at (204) 793-3912.

We will:

  1. Cancel your reservation without charge, or
  2. Change the reservation to another Co-op vehicle, or
  3. Arrange alternative transportation, such as a taxi. The cost of alternate transportation (less the cost you would have incurred for your original booking) will be reimbursed as a credit on your account.
What if I need to cancel my booking?

If your plans change, be sure to modify or cancel your booking as soon as possible. You can make these changes by signing into your account through the app, online, or by calling us at (204) 793-3912. Please note: cancellations made with fewer than 8 hours’ notice are subject to cancellation fees.

Cancellations made within 15 minutes of creating a booking or before 7 am on the day of the booking have no cancellations fees.

What if I get a traffic ticket?

You are responsible for any traffic violation or parking fines accumulated during the time you have booked a Co-op vehicle.

How do I make a booking?

Easy! All bookings are made through the app or online. Once you’re logged into your account, you can search for vehicles by date and time, or by neighbourhood.

Members can log in here to book a car for today, tomorrow, or even 6 months from now.

Developers

Will you provide a carshare vehicle anywhere in Winnipeg?

Our service area is in Winnipeg’s core neighbourhood. Is your development outside of our current vehicle network? Don’t hesitate to contact us at [email protected]. As the co-op expands, we aim to broaden service to other neighbourhoods.

What will it cost?

We provide a few different simple and easy payment options. All prices include a compact car, all setup costs, fees, and taxes. One simple price with no hidden costs. Once a development is complete and an agreement is finalized, the developer has no additional financial obligations! We maintain, insure, and take care of all liability.

When am I released from financial obligations?

Once an agreement is finalized and the project fee is provided, the developer is released from all financial obligations. Peg City Car Co-op is responsible for maintaining, insuring, and absorbing all costs associated with carsharing, including all liabilities associated with the use of the carsharing vehicle.

Insurance

Insurance

While you have a vehicle booked, you are responsible for it. All vehicles are insured through Manitoba Public Insurance in the event of an at-fault collision, including $4,800,000 Third Party Liability (TPL). Personal Injury Protection (PIPP) coverage (bodily injury) also applies to drivers and passengers while occupying a vehicle in Manitoba.

Peg City Car Co-op offers four options for Damage Protection. All applicants must select a Damage Protection level: Basic, Damage Pool, Damage Pool Plus, or CLDI. Damage Protection Plans are not insurance. Instead, Damage Protection Plans are in place to limit the costs that would be otherwise billed to members in the event of damage or collision.

Damage Protection Plans

Peg City Car Co-op offers four options for damage protection. All applicants must select a damage protection level: Basic, Damage Pool, Damage Pool Plus, or CLDI.

Additional drivers are charged at a rate of $1 per month per driver on Damage Pool and Damage Pool Plus.

The Damage Pool program is charged on a monthly basis with a twelve-month minimum commitment.  Damage Pool is non-refundable, and at the time of account closure, the remaining Damage Pool fee will come due immediately. 

CLDI (Collision Loss Damage Insurance) is damage protection offered by credit card providers. Peg City Car Co-op is pleased to extend this coverage to members who use an eligible credit card to pay their monthly usage. You can waive other forms of coverage and confirm that you have CLDI by completing the linked form. With VISA or Mastercard CLDI coverage, you would be covered by the credit card company for any damage to a Co-op vehicle. Please check with your credit card company for complete coverage details.

On the Road

Can I travel outside of Winnipeg?

You sure can! Members are allowed to travel anywhere in Canada and the United States. Make sure to inspect the vehicle thoroughly whenever crossing the border.

What do I do if the car is dirty?

The car was dirty when I arrived:
We clean our vehicles on a set schedule. If you notice the vehicle needs to be cleaned inside, outside, or for a specific event, please get in touch! Sending photos to [email protected] helps us schedule the appropriate service.

Oops, I made a mess: 

If the vehicle’s interior becomes noticeably dirty during your booking, it’s your responsibility to clean the vehicle before returning it. We provide driving credit for cleaning costs up to $25 per clean. To redeem the credit, please clean the car inside and out! You may visit any coin-op, Midtown Car Wash, or Chamois. Then, email us a photo or scan of your receipt and before and after photos to show off your hard work: one exterior, one of the front seats, and one of the back seats. We also provide a bonus of $10 driving credit for your efforts (up to two monthly cleanings).

How do I pay for fuel?

Use our Shell fuel card! The card can be found in the glove compartment of each vehicle. 

Use the Shell fuel card to pay at the pump at any fuel retailer in Canada. The PIN can be found in the app during any active booking. Follow the instructions at the terminal and pay as you would with any card and be sure to return the card to its slot in the key-card holder when you’re done. There is no need to save the receipt!

We encourage all of our members to use the Shell fuel card provided by us, but if you need to pay out of pocket for fuel purchase, please take a clear photo of your receipt, including the date, time, and an itemized list of the purchase, then submit the receipt through the app, or email it to [email protected] for reimbursement in the form of driving credit. You will see the credit on your account within 1-2 invoice cycles. Drivers must always carry an alternative payment method, just in case!

I’ve been in a collision – what do I do?

No one wants to think about being in a collision, but it’s a good idea to be prepared. Here’s some advice to make the process easier and less stressful:

  1. Make sure you and your passengers are safe. If anyone is injured, call 911.
  2. If it is safe to do so, take pictures of the vehicles as they are. Avoid talking about who is at fault.
  3. If possible, move vehicles to a nearby safe location.
  4. Gather the following information:
    1. Driver’s name, driver’s licence, contact information
    2. Vehicle licence plate number. This is the most important piece of information you can collect
    3. Additional insurance information if the vehicle is not insured in Manitoba
  5. Collect witness information.
  6. Collect any additional information, including weather conditions, location, and direction vehicles were travelling.
  7. Call Peg City Car Co-op, and we will walk you through the final steps.
Who should I contact if I discover damage on a Peg City vehicle?

Always take five before you drive and report vehicle damage before starting your trip.

Any damage larger than a credit card should be reported to Peg City staff. You can find a list of already reported damage by following the link in your booking confirmation email.

To report damage, you can use the app, send us an email, or contact us by phone at (204) 793-3912. Photos are encouraged.

Unreported damage will be investigated and can result in a fine.

Why can’t I get into my car?

Here are some helpful tips:

  • Make sure you have a valid booking, and you’re at the correct vehicle. Most often, people can’t get into a car because it’s the wrong day or the wrong car. Also, if you try to fob in more than ten minutes early, the car won’t let you in.
  • Check to see if your booking has expired. If you are running really late, the system will no longer recognize your booking. Users must always have a valid booking to get into a vehicle, give or take a few minutes.
  • If you still can’t get into the vehicle, call us, and our Member Services team will be glad to assist.

Please note: While Members enjoy free overnight hours between Midnight – 7 AM, you still need to have the car booked during those hours. If you need to keep the vehicle past midnight or all night, make sure your booking includes those hours.

Can I use Peg City cars to take my pet to the park or the vet?

Peg City Car Co-op offers both Pet-Free and Pet-Friendly vehicle options.

If the vehicle you booked is designated as pet friendly, you are welcome to bring your furry friends along for the ride. When transporting pets, you must use a pet carrier or, at a minimum, a blanket or tarp as a barrier between the animal and the upholstery. Pets should travel in the cargo area of our vehicles, not in the backseat.

Always book extra time to clean up after your trip – if your friend leaves any hair behind, the Co-op will be happy to provide you with driving credit for the cost of vacuuming the car.

Please note that all FLO cars are pet-free.

What if someone else is parked in the Peg City parking spot?

Wait a few minutes to see if the person is returning to their vehicle shortly. If they do not return, park the vehicle as close to the designated spot as possible. So long as you are parked in a legal spot fewer than 200 metres from the designated spot, you don’t need to take any further action. If you’re not able to find a legal spot close by, call us at (204) 793-3912 for assistance.

What happens when I am done with a car?

When returning the vehicle at the end of your booking, please ensure:

  • It is parked in the correct parking spot,
  • The gas tank is at least 1/4 full,
  • The interior is clean, and you’ve taken all of your items with you,
  • Any damage or mechanical concerns have been reported through the app, and when appropriate, Peg City staff have been contacted,
  • All lights are turned off (headlights and cabin light), and
  • You fob out to lock the doors and immobilize the engine, OR use the app to end your booking and immobilize the engine.
What happens if I am late returning a FIX vehicle?

Unexpected construction, a meeting that ran over time – it happens. If you are going to be late returning the car, log in to the app to see if you can extend the booking.

If you will be late and the booking cannot be extended, call the office at (204) 793-3912 so we can make arrangements with the next member waiting to use the car.

It’s important to give yourself ample time when you book a FIX vehicle and be prepared for unexpected delays. This will make your trip more relaxing. If the vehicle is returned late, a fee is automatically generated and added to your account. Adding extra time is always cheaper than incurring a late fee!

How do I use my fob?

You “fob in” by holding the key fob over the fob reader on the driver’s side windshield. If you are at the right car at the right time, the doors will unlock. Remember to “fob out” by placing the key fob over the reader at the end of your booking to secure the vehicle again. Hold the fob over the reader, listen for the sound of the locks, and then check the door handle to make sure it worked!
